missing 4 additional (!) affixes that it could have as a rare. also the bonus to vigor does not do much, can save some prereq skill points but hammerdins should skill vigor anyways as it is a synergy

Only hard points count towards synergy. An item with +100 to vigor will increase your hammer damage approx 0.
