To reiterate what other people have said :

You would only use this for the 125 fcr BP vs. Bone necros... which is superceded by life and makes the res pointless.

Frw doesn't affect charge speed, it might help when slowed and you need to walk for some reason.

Hammer v nec would use Shako (Budget) or 2 pal 100 life magic with 2x jah.

The frw is just for side stepping or faster catch up to a nec side stepping.

in my opinion it's 4/10, i'd say even 2/10. Str for hammerdin? Nope, all res it's ok, but i prefer dex/life/visio

It's cool but its not worth $10k USD and it wouldnt sell anywhere for near that price. Even the nicest of circlets cap out at 1/10 or or 1/5 of that price at best if you're talking dollars.
