Lets see what does this meaning.

1. You wear on helm on the barbarian, cast battle command, battle orders and shout skills.
2. You wear off this and wear on Main helmet.

Lets see what skills are needed on prebuff
1. Warcries (+3 for max prebuff)
2. Battle Orders (+3 for max prebuff)
3. Shout (+3 for max max prebuff)

WHAT YOU DONT NEED ON PREBUFF HELM

- ANY OTHER SKILL
- ANY SOCKETS
- ANY LIFE

When you wear off prebuff helm, life on helm or any socket is Off same as Iron skin.
