Anybody can purchase any item, I can offer a guy 500 bucks for a cruel claw and he'd sell it to me and strip his sin for the money/ downgrade the claw.

This is not shopped, it's an import.

There are multiple copies of this circ with different defenses.

There's a 60 defense on East.

This is as good as a circ can possibly get on East, you can't have better stats, it's physically impossible.

You can in theory, but I haven't seen it.
