let me explain it for you in common english.



We have two people: Alice and Bob. Alice sends a list of commands in order to Bob like this:
1) Move left
2) Move right
3) Attack

Bob has a shitty postal service which delivers it to him as:
1) Move left
3) Attack

Bob re-assembles this message and movesleft, then attacks.
Now, disregarding things like ACKs/Packet retranmission requests/Timeouts/frames/out of order/layers/protocols/etc, the point is very simple: by losing packets, the set of commands to the server is a subset of the commands you sent- it never has new elements. If the server misses a packet, it will execute the others with the same scrutiny as if they had been sent direction. Telling the d2 server that you teleport on top of your opponent and then zeal him, if you drop the "teleport" packet, will cause the server to receive your "Zeal" packet, then notice that this command is impossible, and it will discard it without doing anything (because you're not in range). All that would happen is that you'd see your player attacking the enemy on your own screen, "missing" on every swing.

the only thing you can do by blocking packets is desynchronize your client from the server. Which does absolutely nothing but make it harder for you to play.
