I'm making a new scepter when ladder ends - vicious/ 11 sac with 17 total +Ed and 16 total+Ed jewels in it. I'll eventually get some more 16's for my helm as well but I made a DR shield with the two I had.

Is it possible to roll level 11 sacrifice suffix? Arreat summit says, level 10 is the maximum.
Level 11 can roll only if the item level equals 100 or higher.

And the second question: why magic war scepter? Rare can also spawn with such rolls, +4 additional affix can roll. So rare war scepter >> magic.

Am I wrong?

You have to shop the scepters with a lvl 96 or higher to get 11 Sac affix to show. Rare would almost be impossible to find with 2 sockets due to required ilvl and affix pool at that ilvl.

Rare can only drop from monsters, meaning Baal (99) is the highest level which restricts it to level 10 Sacrifice.

I have tested with level 98 single player char (D2 LoD, not d2r)
The item char has bought has ilvl 99 (it seems be capped at 99 lvl always)
Here are stats (using kolbot):



About 2 sockets at rare items:

affix level 10 level req 7 sockets (1 to 2)
It means that 2 sockets has level req 7, not higher

ilvl = clvl (-5 to +4) while gambling
So, with level 99 char u can gamble 103 ilvl (but again, I have tested, and ilvl shown in game is 99 max)

Cool character.

Even though the 42-max large shield is better, I prefer rares for style like your bone shield. I wish you had a rare fanged helm with +3 mace mastery/2 sockets though.

2-o bone is preferred for higher block % and less dex points to max block. I actually do have a 3 mace mastery helm but the lost socket and defense from shout are huge. Also, Sacrifice charges can't crit so mastery is a little less beneficial.
