This is a USEast item, not USWest. Item availability isn't the same on East.

Item availability isn't the same on East. West has far more options in legit/perm 08 boots.

This is not 08.
Comes from pre-expansion (1.01 - 1.06)

Maximum single resist on boots was 49 back then, so:

30/30
20/20
16/19
18/49
13/49
15/49

Nothing special, only a pair of 18 year old boots.
