Didnt play Necromant from 2011,
But prebuff summons?
When you switch to other shield, main shield, the skeletons casted with this head will be gone so no prebuff, atleast skill of skeletons will be gone. So no prebuff skeletons exists.
Maybe im wrong, as i said didnt play nec x years, so im not sure if this works like holy shield paladin or barb bos ;)

The prebuff makes the initial skeletons you summon have that lvl of skill they are summoned at therefore permanantly stronger.

everyone would love to precast skelly in order to increase damage by 3-4 in each andyrun you make

I wouldnt be prebuffing to andy run only for pvp, also its not a trophy to you, but it is a true trophy to me, with all my prebuff items ive got an extra +12 skelly war skelly mastery skelly mage so thats a 100+ more dmg life.

For prebuffing its not better as the title says Top Necromancer Prebuff Shrunken Head, this is such an incredibly hard item to make, could take 10000 rerolls.

ITT: people who don't realize how hard it is to get a level 40 (or 50) affix on an ilvl 24 or less item
its not even possible to produce a +3/3/3 head since you can't manipulate the ilvl of magic items other than the shield of spikes recipe which is ilvl 30, too high
only succubus skulls and bloodlord skulls have high enough qlvl to spawn +2/3 affixes with ilvl 24 since they it minimum alvl 63/71 respectively, whereas overseer skulls next down the rung are alvl 33.
and theres no way to create an ilvl 24 or less magic succubus/bloodlord because they only drop from super high treasure classes. even if they spawned cracked, you can't turn whites into blues.
the only way to get them down to ilvl 24 with rares is to keep rerolling them with 6 perfect skulls using the int(.4 * clvl) + int(.4 * ilvl) recipe so your level 1 char can turn it from 85 -> 34 -> 13 and then keep rerolling.
+2/3/3 head is extremely rare and is 10/10 for prebuff. Once you've got the bloody thing down to ilvl 1 or whatever, the odds of rolling +2/3/3 are still insane even with minimum staffmod tiers

with ilvl 11 or less, the odds of spawning +3 mastery / +3 skeleton are... 20% chance of 2x skills, 10% chance of 3x skills, and each roll has 80% chance to stay tier 1, and 2/6 and 1/6 to hit the skeleton skills, then each one has only 10% chance to roll a +3 and then another 2% chance to be either +2 summoning or +2 necro
