Ed Max/Min Bug Details:
"This applies to any non-weapon item:
Case 1: Item has innate %ED. You socket with a +Max or +Min Jewel. No bug.
Case 2: You socket an item with a %ED Jewel. Then you socket with +Max or +Min Jewel. No bug.
Case 3: Item has innate +Max. You socket with a +%ED Jewel. The %ED only applies to minimum, not maximum.
Case 4: Item has innate +Min. You socket with a +%ED Jewel. The %ED only applies to maximum, not minimum.
Case 5: You socket item with a +Max Jewel, then you socket with a +%ED Jewel. The %ED only applies to minimum, not maximum.
Case 6: You socket item with a +Min Jewel, then you socket with a +%ED Jewel. The %ED only applies to maximum, not minimum.
Case 7: You socket an item with a %ED/Max Jewel. The %ED only applies to minimum, not maximum.
Case 8: You socket an item with a %ED/Min Jewel. The %ED only applies to maximum, not minimum.

Few examples:
Adding a +1 min damage jewel, and then adding a 40%ED jewel to a helm will "break" the 40%ED with regards to min damage.
Adding a 40%ED jewel, and then adding a +1min dmg jewel will NOT break anything.
Adding a 40%ED/+15max jewel to a weapon will work perfectly
Adding a 40%ED/+15max jewel to a non-weapon will make the 40%ED only work as "40%enhanced minimum damage".
There is no difference between "str glitch" and "dex glitch"
If your character does not have enough str/dexterity to equip your item without the +stats from your charms, but including the +stats from your gear, then it will appear unequipped to other players
