Those are pre-lod rings (1.06 or lower) according to their stats and lvl requirements. 08 produced good crafts but crap rares. IIRRC dual leech on jewellery was impossible to spawn between 1.07 and 1.10.

yes, no, and no.

For the first no:

In 08 rares could spawn limited affixes - no cruel no fools etc, most of the highest affixes were not enabled on rares. For me the only cool rare stuff were the 6 affix-jewels. With the proper socketed item and jewel combinations you could have rollbacked the game (too many affixes).

For the second no: I might know wrong, but I believe dual leech rings were introduced again in 1.10 - they were quite expensive in the early ladder.
