I don't see where you get your numbers.

If the cold sorc has any ES%, cold mastery will only be around -150% (in order to still maintain the 13k blizz that you suggest)

In this scenerio, take Peine's 360 res, subtract 250 (for cold mastery and hell penalty), and he'll still have 110 (without g/a this puts him at 75 res)
With 13k blizz and 70% es, the damage will be:
mana damage = 13,000 * 1/6 * .7 * .75 = 1137.5
hp damage = 13,000 * 1/6 * .3 * .25 = 162.5

Now lets assume that the cold sorc is pure vita and has no es%, cold mastery will be around -245%

In this scenerio, take Peine's 360 res, subtract 345 (cold mastery + hell penalty) and he'll have 15% res.
With 13k blizz and 70% es, the damage will be:
mana damage = 13,000 * 1/6 * .7 * .75 = 1137.5
hp damage = 13,000 * 1/6 * .3 * .85 = 552.5 dmg

Please explain how he would die in 1-2 blizz.
