After actually reading your post, besides the fact that adding fire damage to a fire damage skill has no negative effect, your explanation on how MDR works is incorrect.
MDR only affects physical damage if there is not enough elemental damage to absorb it.
You don't understand how dragon tail works.
It bases the fire damage explosion on the physical damage you deal after all penalties.
The MDR will reduce the physical damage of your kick, hence reducing the fire damage explosion, which will then again be reduced by MDR
The fire damage from your gear is
not added to your damage on dragon tail, because the fire explosion is a completely different damage source than your attack.
In this case, the +fire damage you have has the exact same effect as if it were +cold damage or +light damage
