well in that case the fire damage is actually still going to hurt you with the MDR bug a lot, but not as much- it will reduce the fire damage of the explosion since that is calculated off the physical damage done after penalties and afaik the MDR bug is included in there (since %dr/etc is). Also, since its dragon tail and suffers squared penalties in PvP i'm sure you've noticed that it does a lot less than the listed damage. But still the point is- you don't evade the MDR bug by putting fire damage on a Dtail kicker either, its still best to avoid all elemental on her even though fire might seem good

MDR bug has a miniscule effect of 12k damage, and DTail already has fire damage.

As you can see, my Ghost sin does not have elemental damage.

your ghostsin you built right, but that is not how Dtail works.
The listed damage is completely incorrect and that is not how the skill finds its damage- it checks how much physical damage you do after all penalties and then bases the fire damage on that (50% physical resistance = 50% less fire damage explosion, for example). So the MDR bug will indeed reduce both your physical damage and fire explosion damage (which is then further reduced by MDR)- the explosion and your kick are two different sources of damage, so MDR applies to each of them, and since its reducing your explosion damage before the %ed, its going to look like this:

Lost damage = MDR + MDR + (MDR * kick % ed) / (pvp penalties * resistances)

i mean, its not going to make that big of a difference with 3x tiger strike charges, maybe 5% of your damage at the most against vipermagi / string
but fire damage should still be avoided if possible, as backwards as it seems

After actually reading your post, besides the fact that adding fire damage to a fire damage skill has no negative effect, your explanation on how MDR works is incorrect.

MDR only affects physical damage if there is not enough elemental damage to absorb it.
