This wep is really sweet for the dream build, but imo there's one (mostly) wasted mod: Cruel prefix.
Would have been better with Shocking for damage (1-480 roll max would add a few thousand light damage depending on your mastery %), or Strange for rating (+300 AR max possible). Furthermore, the Storms suffix (instead of Frost, which gives the +1 to cold damage) could have boosted your base lightning damage by an additional 6-120.
Still, this looks like a great wep to play with.
I say 8.875/10 for this kind of build, 'cause I'd prefer the cold damage from other sources & the Cruel stat to be something else.
