Yeah, it does.

Imagine a level 90 sorc with 500 Energy.

(89+500)*2 = 1178 Mana ~ 1200 Mana

(0.15*1200) + 21 = 201
(0.5*1200) + 60 = 120

(More accurate calculations would be 0.15*1221 and 0.5*1260, since the +mana on the boots is boosted too I think)

That's a difference of 81 mana, without working out all the other factors.

I'm not really sure how BO factors into that though (couldn't find the mechanics guide).

Whether that 81 mana (100+ with the other factors) and the extra mana regen is better than 10 Fhr + Life Rep + Dex is another question.

an es sorc should have ~1.7-1.8k mana unmodified, 3.02 mana multiplier with these boots and2.92 with 5/60's
the difference would be ~60 mana, and i would prefer life replenish res or dex before that on the "normal" ones before these boots, stil they are top of the line and extremely rare
