Artic Blast/10

Dire Cowl is a 5 mod rare with a wasted mod, tho the 4 rolls that are relevant is perfect. 7/10

Havoc is IMO a better helm, 6 mod rare all relevant, tiny short on life and 2/3 Hurricane but still pretty sweet! 9/10
