Personally, I would rate it a solid 6 or 7, simply because it lacks 2 sockets. Not being able to wear kb gloves at 7 fpa is a kind of a big deal (bow needs 50 ias and gloves need 10 ias along with your circlet/armor).
In the matchups where 7 fpa matters, so does knockback.
