3 points why cr is useless for a good Es build:
1.
All good Es sorcs use fr on boots, because most of them have an eni build. The spirit shield has no fr, therefore they need to compensate the fr.

2.
Fr is important for svs. Es sorcs mostly do svs and because Fire sorcs are the fastest Es sorcs, most of the opponents are going to be fire sorcs.

3.
Es sorcs have a manashield, they do not have to care for -res. Manashield is going to absorb the cold dmg, therefore es sorcs have the luck not to care too much about cold res.
Blizzard sorcs are anyway too slow to combat a good es fire sorcs.

Conclusion:

using Cr on boots for an es Sorc is a sign of cluelessness.
