My guess is for casting an attack skill while using teleport side. Couldn't be for the charges since they don't cost mana.

Mainly for 30 windys. They usually cast on tele side unless vs physical dmg.

9.5/10, only due to the lack of mana meaning it's slightly less useful for a wind druid
