Not entirely, rare bows aren't as useful but still have uses. I'd think amp would be interesting, although the percentage would be fairly low. If given items were obtainable, I could get 2.2k-5k Guided on a Rare Matri with Amplify ( Glass Cannon )
Rare Diadems are definitely not useless of course rolling the right one is pretty difficult, it is going to depend on your build and purpose however.
