its a "unique" magic shield in my eyes... i can honestly say i haven't seen one before with 3pc and this stats combo and if i had it i'd proly use it just for style...

based on uniqueness 8/10 since stats r not perf and it can be rolled/drop without soc and glitched to be sure it gets 2s, unlike a 4s shield which can only drop with the sock = rarer.

based on usefulness 7/10. same shield with 4soc and no 3pc > more dmg

Magic items arent trophies, but I do like it tbh.
