There is no bug if the circ has innate ED and you socket min/max jewels. It only occurs the other way round.
Either way, ED is most likely the best additional affix this circ could have. Throw 2x 20 ED jewels in and it will leave you with higher damage and more "free" affixes than maxers (6 affixes if 24 maxers and 2 if rare 18 maxers) - assuming you are using a 60/72 or high max rare jeweled armor.

Edit to correct myself:
ED isn't a possible add for that circ, since all 3 prefixes are already taken (2pm, mana, 2sox)
