You both have no idea what you're talking about.
This is a Gm HvH weapon, Oak is not allowed on East unless you're a Bm HvH din. 2 paladin skills is far more superior than 3 pcomb. It's like you've never heard of using maximum damage/life in HvH.
Vigor wouldn't spawn on this weapon since it already has 10% fcr.

i do know what i'm talking about insofar as the item and build itself, i just don't know what gm hvh rules are on west -- i haven't played in a while and when i did it was on west where oak was allowed

fwiw vigor actually can spawn on this weapon, FCR is a magical affix and +vigor would be a staffmod which aren't mutually restrictive, although it wouldn't matter at all (i presume the other poster things that +vigor from an item would synergize with blessed hammer, which it doesn't)

because of only having 10fcr your build will be lacking somewhere for achieving 125. you have 95 (presumably) from spirit, spider, magefists, and circlet, so you need to make up 30 in jewelry which means you will need at least 1fcr ring whereas with a hoto you wouldn't need any fcr from jewelry, so you could use 2x bk and a 2/100 amulet (which is optimal for hvh)

Good luck ever finding a scepter with these mods, and vigor. It would be a priceless weapon.

I have 125 fcr with my HvH setup.
20 from mages, 20 from arach, 20 from circlet, 20 from amulet, 35 from SoP, 10 from scepter. Which is 125.
The point is to achieve 17-17k, and hit 5.6-5.7k life.
