Its usable. But not best in class due to this:
* those 16 cold is to low to be used as a typical cold stack fcr ring, meanwhile trang oul's and HL combi makes ur barb miss fire and psn res. So ideally @ res + mana, or @ res + single res, or FR+PR combi can be very nice.
* Str is less than dex on barb, however there may be some few builds that want str such as throwbarbs, but i think those scenarios are gone now since str bugging is gone. Basicly 15 dex = 125 base AR and will improve block if u use shield, and 19str = 19% ED and most likely are not used to pet any other stat.

That beeing said its a nice ring, fully usable, just not super good. I will give it 6/10
