no, the rng is just "a number" that goes through math functions that spit out the affixes/stats and due to the limitations of the integers used (how they are stored/size) there are finite possibilities (this could have changed in "modern" diablo, post ~2018). This is why f.e. soul horn only had 53life 11@ yet doom hood could get 30str 20@, because better circs couldn't be generated by the natural game mechanics even with infinite number of rolls (again could have changed in "modern" diablo, post ~2018)
