yes, it's technically six points by the standard scale
yes, str + fcr + min damage can be best-in-slot suffixes for a bowazon, depending on whether she needs that str to equip her gear. there are some godly ammies and circlets with teleport charges; not all telebowas rely on enigma
yes, there are a lot of people in the Trophy Room forums who are bitter and/or ignorant

9min was never particularly good, even on LoD.
For a tele bowa, it is even worse due to your lower ED% as compared to typical LoD builds.
Not a trophy and not even particularly useful.

with an allied necro for amp damage, hdin with conc aura, or in teams where the bowazon assumes a carry role, min damage is an S-tier suffix, yes.
generally, in 1v1 with BO, zons benefit more from 40 life than 9 min; in my perception, your ring is better in team duels than 1v1.
i give it a 7.5/10 it'd be closer to 8/10 with higher lightning res or 10-11 all res
10/10, in my eyes, would look something like this:
9 min, 10fcr, 19+ str, 85+ mana, 110+ ar, 28+ fire res or light res or 10+ all res
is it a "trophy"? now we're getting into semantics. everyone has their own conceptualizations
in my mind, this jewel is a trophy:

it's pink, which is my favorite jewel color
the rolls are perfect, it has the strongest combination of affixes for windforce and some MLD lv49 shadow bows, and perhaps a myriad of other items. i dont know how many items it'd be best in, but i do know it's best in some of the most powerful zon items, both in HLD and MLD
some people will tell you rare jewels don't qualify as trophies (perhaps stems from LoD where many of the top jewels were duped hundreds or thousands of times) without realizing one of these is worth more than all their items combined: 30ed 9dex 9str 60ar, 20ed 18max 8 min (lld), 18-18, 30ed 18 min 9dex
for many rare items, it's not plausible for one person to understand all of the potential utilizations. many people pretend to know every build, every pvp scene, every gm ruleset, every 4v4 matchup, every possible utilization—ironic because most of the top duelers focus on mastering a narrow niche
