+99% Bonus to Attack Rating (Based on Character Level)
Socketed (2)

+30% Enhanced Damage

All four of these Affixes are Prefixes. A rare Diadem can only have 3 Prefixes per 1 rare Diadem.

This means you'd have to choose 3 out of those 4 Affixes on the single 1 rare item, It's literally impossible for a Rare Diadem to have all 4 of those Affixes.
