30 ias / 261 ed / 2 socs is pretty nice, however I think it needs eth + rep to be considered a trophy

Its 30/271, the jewel is a 30ed/15ias, available at lvl 39, as are 20life charms.

This is for a lvl 39 hc ww duel barb that duels above its bracket

to be fair its 9ed off perfect for that level. But really, this needs Eth Repl.

I never saw a level 39 "high hoster" barb before. A level 30 Paladin can smite its way to win. a lvl30 blizz can never be caught, a lvl 39 eslight sorc can be immortal, a lvl 59 smiter is "viable" and nowadays a lvl 49 trapper (or bowa) is stupidly good.
You need AR, you want teleport, teleport is lvl 48 from charges else use telestaff, but telestaff is a required skill and for the purposes of this (HCL) its far easier to make a different class and get easier "results".

I dont see the OP weapon as "viable".
