For phase blades, isnt 40ias and 2soc a must for the ias bp?

I dont remember every niche item need, but 2soc is definitely a must.

2x 15ias 40ed jewels sockets only.

Isnt in this game no matter weapon Ias anymore in attack skills especialy fury?
That means you get ias from any items now?
