No, for one thing min dmg builds general (almost always) suck at lvl 30 and really aren't good even for lvl 18. Idk why asylum wants it but it's not worth it imo other than for the stats.

Max dmg raises your average dmg so for just about every lvl18+ build, it's better to go for Max over min. Now if you can (afford) to raise both, that's a huge bonus.

I prefer 12 min jewels over 18 max jewels for some builds. Min dmg is guaranteed dmg and there is certainly something to be said for that. 12 dmg guaranteed is cute vs 18 potential dmg. True, it’s more about average damage. But guaranteed damage is something that can be counted on. Of course, the best lld jewels will be 8 min/18max/4th mod.
