I ran the game the first time and it went fine but I exited it because I forgot to activate my account by email and now whenever I try to start up the game again the "Progress" bar starts at 100% then quickly flashes to "-2147" and then to 0% and I have no idea how I can get the game to work, I haven't even played yet and it's fucked up >_>

Okay now the progress starts going and gets all the way to 100% and then some rom update thing pops up and the client closes and reopens with the progress back at 0% and the total has not moved from 30% at all after it doing this for like 3 hours

Just let it run. My girlfriend had the same problem, and I think after leaving it up overnight it was fixed. If it, I guess you can try re-installing I'm sorry I don't know how to help, her problem went away before I could see it in person.
