There is no distinction. In 2008 Obama agreed in a debate to meet with Iran's leadership without precondition. There is no constructive difference between saying it in public or private. If Trump said "I will immediately reverse any Obama-administration sanctions" it would be above board, even though (obviously), Russian officials would be listening. But having a much less confrontational phone call is not above board, for what reasons you are unable or unwilling to explain.
My position is that there is no difference between telling Russian officials something publicly or privately. Please illustrate what you think the difference is, and why one is ok and the other is not.
I don't know what that means.
It would've been wrong for Flynn or Trump to make those asks publicly as well. Asking foreign governments to take certain actions is inappropriate if you are a transition official.
