just based on my personal experience of being that age, i was fully aware of my actions and the repercussions that follows
i do admit i can be a bit severe with how i see punishment should be given, but kids should be taught better and should know better by that age

and i agree with you that he could be rehabilitated (considering that he was mental), it would serve as a better punishment than a prison sentence
kid has his whole life ahead of him and now its most likely gone

You can release the picture of an adult. You cannot release the picture of a child. This 10 year old is being considered an adult.

At the age of 10, I knew that if I swore in front of my parents I'd get whacked. My brother at age 10 didn't. Everyone develops at different speeds.

Yeah because swearing is comparable to killing someone? You didn't swear at age 10 and knew you would get whacked because you already done it before... Last time I checked, kids at age 10 don't get second chances after killing someone to know it's NOT right.
