Ownership of unlabored lands is just kind of silly, but I suppose it is understandable with such a ridiculously high population.

being able to adapt requires tools to adapt ~ education along with a means to survive that period ~ food/shelter etc.

who is going to pay for this?

what of those who choose not to adapt, or are simply incapable of adapting? do we consider them not fit to survive and leave them to die off on their own if no one else intervenes?

No its not, that is the purpose of property tax.

i don't have any explicit goals here, i just want to know what people value and the means by which they are willing to obtain it

you believe the children are not at fault but also believing providing money to the family is not the solution, i am asking you what your goals are (clearly you have some idea of how society ought to be) and how you would go about achieving it realistically
