i'm not proposing that we steal their wealth but just pointing "wouldn't things be better if" scenarious and using the ends to justify the means whatever they may be

Do you really think that people in the lowest percentile are exclusively there because they "suck and can't succeed?" I think that's grossly oversimplifying it. It may be true, as ineloquently as you put it, to some degree, for some people. But that's a sweeping generalization.

I would say yes and the amount taken from individuals in the upper 20% should be weighted by how much they have, e.g. the 1% pays more than the 10% which is more than 15%, and so on.

people who serve no purpose as their talents/skills are no longer of greatvalue and they have little to nothing to offer society - let's suppose there are far more of them than we need to fulfill the the type of work for which they are most suited

what would you have done with such people?

i have no sympathy for parents who have children even though they know they can't afford to support them. that's like me begging for money because i can't afford the payments on a million dollar home or 100k car

do you have sympathy for the children on behalf of whom the parents are stealing?

of course. it's not their fault. but the solution isn't to give the family more money, since that would encourage the problem.
