that is the point i'm trying to make. surprise won't change the occupants intent and aside from wild speculation won't change their ability to take a shot at a police officer.
if you are expecting armed resistance then its safe to assume the suspects will have gun in hand/on them in which case they will have the opportunity to take a shot at the officers either way because police have a slowed reaction time due to the protocols they follow.
so again...unless we are talking about a significant time period that allows them to put on body armor and get in their fighter jet then there is no advantage to complete surprise.
