Unfortunately we have to implement rules that apply globally and not everyone has Pablo's integrity and could be trusted to execute this with fairness (I mean you).
Go manage your league, argue with yourself, and implement whatever you want.

In the past, whenever someone has had multiple characters, same type or different, none of the challenging rules changed apart from not challenging yourself (which really isn't a rule change either). There's no real need to fix what is not broken. I see no problem with multiple characters on the ladder by one user, so long as they are not identical and can not challenge himself. Same challenging applies, 2 ranks above until #3, and as TJ said, if someone gets locked in, no big deal, it will work itself out through wins / losses.
