I ve noticed many threads about this question here in D2 discussion forum and even in General Help (where ur not allow to talk about d2)
so i decided to create this topic! Hope it ll help!
1st of all this formulas only work with Shields or Armors (They must be ETHERAL)
Armors:
The armor must be Etheral, no superior, 0 Sox, and white!
The formula is:
1 Tal Rune + 1 Thul Rune + 1 Perfect Topaz + Normal Body Armor
For more information read:

The number of sockets created will vary. The item must be normal and unsocketed. Low-quality items and superior items do not work. The item gets 1-4 sockets, randomly. However, the number of sockets is then restricted by the maximum number of sockets that base item with that ilvl can have. The chance to get X sockets in most armor is 1/4, (I.E: Mage plate has a max of 3 sockets, so it has a 2/4 [1/2] chance to get 3 socketss). The base of 6 was used in the ratios for all the above mentioned areas.
Shields:
The Shield must be Etheral, no superior, 0 sox and white!
The formula is:
1 Tal Rune + 1 Amn Rune + 1 Perfect Ruby + Normal Shield

A little example here:
Example: Sacred Armor
like u said Max def on sacred armor its 600.like u said too the eth gives a 50% bonus. so 50% of 600 is 300 so 600+300=900 so max def on
Eth sacred armor its 900 u got all right till here, now comes the best part the "glitch" gives 50% def bonus, but its 50% of the total def (900)
So 50% of 900 its 450 now just add the 900+450=1350 ITS THE MAX DEF ON ETH SACRED.<b

<B>Note: For armor i mean any armor that worn on your chest and NOT any other type of armor such as boots, helms, gloves, etc.
