Just do Baal + all waves.

Which is fastest from level 96-97. I know it is only a 2 day grind but if I can shave off 2-4 hours I'm happy.

For 96-98, Fast Chaos + Baal is the best way to level. As stated earlier, you should be able to arrive before the start of Wave 3 in throne pretty consistently. If you're in a pub game and the teleporter is a little slow, you would also go to Act I and find an exp shrine (Cold Plains > Stone Field > Black Marsh).

98-99 You 100% want to do Nihlathak though.
