If you read a bit more carefully, these questions have all been answered by my guide.
1) I don't remember exactly how long it takes to kill Mephisto (I haven't needed to MF in a very, very long time).
Conservative estimate, 15-20 seconds.

Assuming you have decent FCR, it'll take you 3-4 seconds to static Mephisto down to 50%, then, assuming
zero equipment, it takes ~11 (less if you have direct hits with every orb) more seconds (1 sec timer) to orb. On
a bad day, 20 seconds. Usually, 15-ish seconds.
2) No. The 1st line of the guide (after the disclaimer) reads:
