the narrative is that all the western allies want to keep syria an open wound and keep having reasons to call assad a dictator and attack russia instead of handing it over so smoothly as he conquers douma
there are plenty of plausible reasons for the west to invent or seize upon a fabricated chemical weapons attack, or for assad to actually carry one out when it might provoke a response.

- China is not in the party.
- Arabia saudi, and Israel are against Assad for local geostrategical reasons (they hate each others)
- Russia deserve to be played down

So yes it's a nice "distraction", but will not be more than that.
