Ah, but hypospadias can be caused by presence (or lack thereof) of hormones in the womb or even hormonal insensitivity in the person. Sexual traits are not simply chromosomal, but have a wide range of influences. That's the point I was trying to make.

Obama used federal funding a leverage for a cheap partisan win, even though he was unlikely to enforce it.
