They are definitely not interested in if WaPo actually has integrity, but knowing if they can get a fake story in is good information to have to smear them.

There's a world of difference between "test if they can get X organization to publish a false story" and "Test their journalistic integrity"

You see the world as black and white, so I don't expect you to really see the difference, but the former is a simple yes/no question, while the latter is a complex issue and implies they are actually interested in integrity (they aren't).

If they were actually testing their integrity they would be equally interested in a refusal to publish as an agreement to publish.

They aren't interested in integrity in this case.
