he didn't say it never ever happened ever. you just interpreted it to mean he was saying that when the statement was clipped short at the start of the video.
throttling
is largely a phantom.

9 years ago comcast was sanctioned in a 3-2 vote for throttling excessive torrents, allegedly in the interest of protecting normal traffic.
Pai was involved in an AT&T mobile throttling case more recently.
If you dont want to listen to him thats fine, but its a pretty direct source of the changes to come and answers to pertinent questions. important stuff regardless of your stance on it.
