The idea of "western" as you are applying is not an eternal concept as old as migration. It also has a permanently evolving application.
Japan is considered a western country, would you claim that the Imperial Japan of the 20th century was "western"?
I'll state this one more time, you can apply any nuance you want to explain the hypocrisy but this remains unequivocal.
People's migrate.
