Maybe, but what are Bayern paying him? I imagine their wage bill is higher than Liverpool's but seeing as they don't offer as high wages as the other top clubs, we could have probably offered him a better contract. The promise of first team football and essentially building a team around him. Being a record signing as opposed to a loan deal. We could have tried at least

He's on loan, he's earning what he was earning at Madrid afaik. Maybe you could have offered him more if you actually signed him, but being on loan is probably a plus for him because he really enjoyed life in Spain and so there's still a chance for him to return in 2 years time.

But yes, you could have tried. But then again, it was impossible to predict that Barça might lose Neymar. I still don't see how PSG will be able to pay for him without breaching FFP tbh.

The only reason this shit is dragging on is because they haven't really made the offer. They are trying to figure out how to give Neymar a 30m euro per year wage while also reaching his clause and STILL be within FFP.

Watford have reportedly agreed a fee of £13m with the Brazilian club, Richarlison has also agreed terms on a five-year contract, however he needs to complete his medical and get his work permit.
