Could actually be true. It's only a conventional bomb. Meaning: you just drop it. The fins could possibly give some guidance (not sure about that part), but that's it.
The propulsion system and long range guidance is where most of the costs come from.
Just figured out there is also a FOAB, a Russian response to the MOAB: 4x stronger -> 44T.
