Not the dead people, the study by two professors that covered illegal immigrants voting. It drew voting data from somewhere around 33,000 votes cast (CCES?) that showed illegals voting.

Completely out of left field and somewhat tangential, but I'm curious as to your opinion, Santara. I'll come back around to the topic at hand after this brief interlude.

Since you reject tacit consent a la John Locke and also favor small government, what would YOU define a citizen to be, how would that status be obtained, and what rights would it entail/what rights would it exclude others from (such as voting)? I don't need a huge complicated plan, but a short paragraph or so would satisfy my curiosity.

How I would define a citizen is irrelevant, because individuals don't get to define their membership in society. It is chosen for them by others with guns pointed everywhere. Societies choose what rights they will protect.

That was just self-reporting as registering to vote. The numbers self-reporting as actually casting those votes is lower.

Basic protections for all, regardless of subscription to government services. Voluntarism for everything else. Basic protections would include access to the courts, police services, generally anything where people's rights to be free from harm are at play. Social issues would be voluntary participation. Education, health care services, Social Security-type programs, etc, which are more akin to quality of life, for examples.
