They are both within the site's rules, I just fixed them using 2 different methods. Feel free to pick whichever one of them you like the most.

Reduced the dimensions to: 400 x 107 pixels, by cropping the sides and down scaling the image while keeping aspect ratio. File size: 10.50 KB

That one is still above 70 KB in file size (at 365.40 KB), so it is not allowed, no.

Reduced the file size to: 69.37 KB by removing frames and adding compression. Kept the dimensions: 245 x 140 pixels
