also, prudence is cube bugged to get 1350 base // 3645 prudence, so is it banned?

From what I understand, it's fairly simple in regards to what your saying about the eth bugged items.
If they are eth bugged by themselves, they are not allowed.
If the item is eth bugged WITH self repair, it's allowed.

If so, I'm not sure why all the confusion. Especially since I believe this is standard for tourneys, correct?

Just followed along the sideline. The problem - the way i see it - is that there's actually no difference between ebug Valor and ebug Forti or ebug Stone?
Prudence is allowed because it has self-rep but as the rules are now bug Valor and bug Hoz should be banned (would be a shame though)
